Formerly known as the Tioga County Women's Coalition (TCWC), HAVEN began as a network of local volunteers united to provide safe and confidential refuge for victims of domestic violence in Tioga County, PA.

In the late 1990s, a new moniker was coined: "HAVEN of Tioga County" (Helping Abuse and Violence End Now) to show more inclusivity, as we serve all genders.
